Chancellery of the Chief Supervisor of Ural Mining Factories: 1826–1887

Abstract

The article covers the foundation history and further activities of the Chancellery of the chief supervisor of Ural mining factories, body executing of one-man management solutions side-by-side with the Chancellery of the Ural mining directorate, which implemented collegial management solutions. The timeframe is between 1820s, when the decision was reached to accumulate authority over the mountainous part of the Urals in the hands of the recently set up chief supervisor of Ural mining factories (hereinafter – chief supervisor), and late 1880s, when chief supervisor losed clout. Management decision-making affected records management system. Before 1826 collegiate organization of the Ural mining directorate fettered the berg-inspector, who acted as governor-general since 1811. Records management associated with collegiate management system dragged out decision-making procedures and increased the flow of documents. Yet the issue of creating a special institution to conduct the chief supervisor’s records management did not arise until 1826, as the Chancellery of the Ural mining directorate was in charge of all documentation. The establishment of the Chancellery of the chief supervisor answered the dictates of times and served as an example of the effect of management decision-making on records management system, in this case, ministerial records management system. The Chancellery of the chief supervisor provided not just unification and standardization of management decision-making, but also an effective control system.
