The main directions of personnel work of the State archive of the Astrakhan region in 1920–1938's
Annotation
The basic directions of personnel work of the State archive of the Astrakhan region in 1920-1938 periods are shown in the article. The author has marked the most important regulatory documents of the Central and local authorities in respect to personnel of the work of the regional archives in the specified period; refined and restored the names of the first heads of the archive, considered the issues of staffing and archival education, analyzes changes in the staff composition. Scientific novelty of this work consists in lighting neglected issues related state and the movement of personnel in the state archive of the Astrakhan region in 1920-1938; the introduction into the scientific circulation of the previously unknown archival documents from the State archives for the Astrakhan region and the State archive of Volgograd region. The main group of sources for writing articles amounted to records, the correspondence of personnel, the personal files of employees, labor books, questionnaires, documents payroll.
The chronological framework of the study identified the following deadlines: 1920-1938. It is the period of active strength dictatorship of the party in all sectors, including in the archival sphere. The thirties is a time of the totalitarian regime, which in 1938 finished with the formal inclusion of archives in the system of the NKVD.
The findings and conclusions it is important to note that in 1920-1938 period biennium personnel changes in the archival sphere were dictated exclusively by party affiliation. This system is fully applied in the regions, including Astrakhan. Because I lacked party membership were taking positions, as the leaders of archive managers claimed only active adherents of the party, members of the OGPU and the VCHK. In addition, numerous administrative-territorial in the regions, in particular in the Astrakhan, caused the subordination of the archives in the departmental respect, which created additional work Astrakhan State Archives for receiving and processing the documents of the liquidated organizations, and as a consequence of this lack of space and manpower. The main part of Astrakhan archive had no special training. Archival work was carried out carelessly, with backlog from the plan. Therefore, the main problems of the archival sphere of the region were the fluidity of the personnel and low wages.
