Evacuation and Re-evacuation of Population, Organizations, Agencies, and Industries of the Ulyanovsk Region in 1941–1945: Based on Fonds of the State Archive of Ulyanovsk Region

Abstract

The article draws on archival materials accumulated in the fonds of the State Archive of the Ulyanovsk Region and reconstructs little studied events of the Great Patriotic War of 1941–1945 related to organization of the evacuation and the re-evacuation of people, agencies, organizations and economic entities to the Ulyanovsk region. It underscores the role Party and Soviet bodies in management of housing, clothing and foodstuff supply of and employment assistance to the evacuees, as well as the contribution of the locals to rendering world-wide assistance to the evacuees. The authors introduce into scientific use a systematized complex of archival sources on the topic. Although it is a case-study of the Ulyanovsk region, it can throw light on the role of the rear in the victory over Nazi Germany. The authors conclude that Party and Soviet bodies and local citizens contributed greatly to maintainance of the public administration system and industrial and cultural potential, as well as preservation of the national manpower. The evacuees also made an inestimable contribution to transfer and deployment of bodies, agencies and economic entities in the region, as well as to their effective full-scale operation. For some of the evacuees, when their industries were not re-evaluated, the region became a new home, which had a positive effect on the Ulyanovsk region population and post-war economy.
