ELECTRONIC DOCUMENT FLOW IN CONSTRUCTION OF “E-GOVERNMENT” OF THE DONETSK PEOPLE'S REPUBLIC

Abstract

The article recognizes the importance of researching issues of electronic document flow in public administration from in relation to information society development. The article aims to analyse current situation and identify problems and trends of electronic document flow development while setting up the “e-government” of the Donetsk People's Republic (DPR) under prevailing conditions. Electronic interaction of the government agencies demands an understanding of the terminology of the DPR legal field. The concept of an “electronic document” is addressed in the following regulatory sources: the DPR Laws “On information and information technology” and “On electronic signature”, the Standard Procedure for Records Management in State Agencies and Local Self-Government Bodies. The term “electronic document flow” and similar are not yet covered by laws and regulations of the DPR. There is a controversial point in studying terms used in the Standards that comes from ambiguity of their application in the DPR. Implementation of the EDF system in the DPR state agencies encounters problems of a vertical power structure construction, of ministries and departments formation, of staff rotation, as well as those of on-going development of new document forms and regulatory support for various industries, which requires an analysis of new business processes and a development of the EDF system from scratch. These problems include an uncertain political environment and the status of an unrecognized state that leads to legal difficulties in acquisition of information systems abroad. The introduction of the EDF system in public administration should start not from patchwork automation, but from development of a Concept of Information Development in the Republic stipulating a phased implementation of the EDF system in government agencies of all levels, which will take into account the past experience of automation in the Ukrainian authorities and avoid its mistakes. Currently electronic document flow is implemented in the Ministry of Communications of the DPR, soon to be introduced in other ministries. A Center for Electronic Signatures is to be created. Public appeals are to be received and handled through state agencies web-sites. Development of a Common Government Services Portal is to be a phase in implementation of the EDF system and a step towards an e-government.
