ON THE HISTORY OF RUSSIAN CULTURE AND RUSSIAN ARCHIVES IN 1991-1995

Abstract

The review assesses a new book by Rudolf Germanovich Pihkoya “Notes of the arheographer ", in which he describes his work in discovering the origins of the Russian culture, and his career on the post of the first head of the Russian archival service in 1991-1995, a federal agency at the time directly subordinated to the President of the Russian Federation. Methods of historical biography allow the author reconstruct his own life journey and his career as a scientist and a statesman against the background of historical times and present a multidimensional picture of the epochal events of the second half of the 20th century, including the so-called “archival revolution” in Russia in 1990s. Summing up the results of the first five years of the “archival revolution” the author, with the bluntness of a true citizen, gives an account of his motivations and considerations in conducting archival policy, describes and assesses positive and negative results of the actions taken, including those pertaining to the signing and implementation of the Goover project. The book takes on a particular significance in connection with the Russian Federation Presidential Decree of June 22, 2016 no. 293 on returning to the Russian Archival Agency (Rosarhiv) its direct subordination to the President and its responsibilities in formulating and implementing state policies and of statutory regulation of archiving and record management after a space of 25 years.
