Abstract

The study of the history of city government and urban public organizations of county centers of the Russian Empire in the late XIX-early XX century continues to retain its relevance. This is due not only to the insufficient study of the issue, but also to the discussion about the role of local government bodies in their creation, control of their activities and their liquidation. Some researchers believe that local authorities fully regulated the activities of public organizations, others note that in the time under study the authorities supported the initiative of the population to shape the urban environment. Recognizing the legitimacy of the stated provisions, it should be noted that they are mainly based on the study of interaction between the authorities and public organizations in provincial centers, while in district towns the situation was not so unambiguous. The purpose of the paper is to consider the city government and public organizations of Ust-Sysolsk, Vologda Province in the second half of the XIX - early XX century. Both published and archival sources were used, some of which were first introduced into the scientific turnover. The history of urban governance in the studied territory was covered in the context of studying the history of estates, urban public organizations, charity, trusteeship, etc. The relations between the city district authorities and public organizations, especially in the national regions, have not been the subject of a special study so far. The historical complexes in the fonds of the National Archives of the Komi Republic (NARK) are unique historical sources. According to the classification adopted in Russian source studies, they belong to the directive (resolutions and decisions) and organizational (minutes of meetings) types. As a result of the study it is shown that the leisure time of the population of the county town by the end of the period under study became more and more public, and domestic pastime - family and individual forms of spending free time were replaced by public ones. Local authorities and public organizations of the county town successfully interacted with each other. As historical documents show, this took place under the “overt and covert” supervision of police and city authorities. In district towns, the local administration was more cautious and cautious in considering proposals to open new societies and constantly monitored the activities of the existing ones, while in provincial centers there was a dominance of cooperation between city societies and the authorities.
