The a article is devoted to problems of reforming of military and sea clergy on the eve of the World War I. At congress were discussed the questions, concerning reorganization of management by military and sea clergy, life and activity of the military priest and, in particular, a question on service of the priest in the war.
В статье исследуются проблемы реформирования военного и морского духовенства накануне Первой мировой войны, которые были рассмотрены с 1 по 10 июля 1914 г. на первом Съезде представителей от всех военных округов и от флотов. На съезде обсуждались вопросы, касающиеся реорганизации управления военным и морским духовенством, жизни и деятельности военного священника и, в частности, вопроса о служении священника на войне.

On July 1914 passed the first Congress of representatives of military and sea clergy from all military districts and from fleet. Joint discussion of reorganization of management by military and sea clergy was a congress problem. The idea of carrying out of congress was supported by the Minister of War general aide-de-camp Suhomlinov. The protopresbyter Shavelsky has formulated a congress overall objective in the first day of congress – «to think over ways, how to make easier and at the same time more productive our vicarial work».

The first general meeting of congress has been appointed to July, 4th 1914. For a congress operating time 7 general meetings have been spent. At congress 12 reports have been read. Congress proceeded ten days and has finished the work on July, 10th 1914. At congress changes have laid down in «Position about management of churches and clergy of military and sea departments» which Positions about management of churches and clergy of military and sea departments» in a basis of the new project have been made.


After congress was created new posts - the district main priest, case and local decent military and sea departments. In each district it was planned to enter a post of the main priest of district in a dignity of an archpriest. Clerics should be appointed to vessels of navy fleet the protopresbyter under statements of the sea heads. At congress have formulated instructions for actions of naval clergy in the conditions of fighting conditions. The protopresbyter of army and fleet Shavelsky has been selected by the protopresbyter of army and fleet for life and held this post to 1951.
