Article is devoted to prospects of development of world archival sciense, modern problems of a digital archiving, results and prospects of its development, a role and a place of the state and private archives in an information society, to the analysis of the modern software of archives, financial aspects of a digital archiving, preservation and active use economic, legal, medicolegal, documentation in practical work, and also storage strategy – digital and hybrid, whether to keep the documentation only in a digital form or in parallel in the traditional form.
Статья посвящена перспективам развития мировой архивной отрасли, современным проблемам цифрового архивирования, итогам и перспективам его развития, роли и месту государственных и частных архивов в информационном обществе, анализу современного программного обеспечения архивов, финансовым аспектам цифрового архивирования, сохранению и активному использованию экономической, правовой, судебно-медицинской и др. документации в практической работе, а также стратегии хранения – цифровой и гибридной, сохранять ли документацию только в цифровом виде или параллельно в традиционной форме.

The conference organized by the International council of archives (ICA), its European Office (EURBICA), section of the International council of archives of professional associations (SPA) with the assistance of Federal Archive of Switzerland, worked from April, 28th till April, 30th, 2010.
For conference has gathered about 650 experts from Europe, and also from the USA, Canada, the African countries which have presented scientific reports, workshops and panel bench presentations (Abstract book. 8th European conference on Digital Archiving. 28-30.04.2010. Theses of reports and messages, computer presentations are placed on a conference site www.eca2010.ch.) in which the most essential problems of a condition and prospect of development of world archival branch were discussed, modern problems of a digital archiving, results and prospects of its development, were discussed a role and a place of the state and private archives in an information society.
The basic themes at conference were:
profile of an archival specialty: professional competence of a digital century;
what to store: how to reflect an information society;
E-archiving (electronic archiving): reorganization of archival processes and business model;
Internet access: decisions and achievements.
The invited lecturers at plenary sessions were Steve Bailey (Infonet, Great Britain), J. R. Baron (Management of archives and the documentation, USA), A.Burnel (National Archive of France), N.Kinej (National Archive of Great Britain), E.Keytalar (University of Amsterdam), C.Ledbiter (Great Britain), S.Mas (University of Montreal), A.Mene-Haritz (Bundesarchive, Germany).
Scales of digital activity of mankind amaze imagination. As it was marked in reports at conference, in 2007 total number of the information generated by mankind already was estimated in 280 exabytes (billions of gigabytes). On each individual it was necessary by different estimations from 25 to 45 Gb of the information daily. The number of web-sites on the Internet at the moment of the conference beginning was estimated in 205 million, thus 85 million from them are active, that is are periodically updated.
Digital (electronic) documents have a strongly pronounced tendency to экспоненциальному to reproduction. The electronic letter containing the attached file in the general size in 1 Mb, to sent 4th addressees, by the end of the working day inflates to almost 50 Mb of messages of the electronic post traffic. Almost every year there are new kinds of electronic documents. Last two decades the digital archiving became one of key questions for archivists of the whole world.
In Russia till now there are unresolved questions of maintenance of safety of the digital (electronic) documentation, creation of electronic archives or corresponding structures in traditional archives. Abroad, for example, already there is a reception on storage of files of electronic letters. Documental scientists and to archivists it is necessary to resolve problems which arise with occurrence and the statement in our life of such kinds of the documentation as web-sites, SMS messages, messages in blogs, at forums, in Twitter, YouTube, etc.
It is necessary to tell and about participation in conference of the Russian archivists. Unfortunately, it was minimum. Number of the presented reports comparable, for example, with reports from archivists from the Baltic countries, the CIS countries. Reports of the Russian archivists at plenary sessions have not been presented. With the scientific message on section representative РГАЛИ Liubov Khachatourian, Andrey Larin has acted. The archive of the Russian Academy of Sciences has spent workshop in a computer class with demonstration of the executed works on a digital archiving of documents, display of the Russian Academies of Sciences placed on a portal (ras.ru) completely digitized funds of documents from the storehouses, on-line accessible albums and virtual exhibitions, site materials «Archives of the Russian Academy of Sciences» (arran.ru), the created databases, to participation in project realisation “Electronic library of a scientific heritage of the Russian Academy of Sciences”. Fragments of software independently developed by archive (Vitaly Afiany, Evgeny Zlobin have been shown also.
