Credit and Financial Policy of the Soviet State under the New Economic Policy (NEP): Aspects of Source Studies

Abstract

The article analyzes contents of thematic readers and collections of documents, certain laws and regulations, as well as periodicals, and assesses their potential for studying credit system of the Soviet state under the New Economic Policy (1920). The author contends the importance of studying not only the contents document or scientific publication in a magazine, but its provenance, status, operation period. He takes note of composition of the magazine editorial board and its publication policy. Magazines in the 1920s were forums where controversial issues were raised and discussed. There was criticized the Party doctrine of the subordination of economic laws to political settings. There were analyzed the government actions in the sphere of financial and bank control. In the late 1920s there was a decrease in number of polemical articles and, most of all, those critical of the party and the government. Publications from the next decades may only be of interest as a source of factual knowledge, as the authors had to express not their own standpoints, but those of the party and the government. Documents of grassroots structures of banking system accumucated in the archival fonds are of interest as historical and legal documents, as they showcase the implementation of state policy on the local level. Herein lies data for new scientific findings, a chance to shift away from interpretation of known facts. To arrive at the truth it is necessary to study the documentary sources, both published and archival, on national and local level. Content analysis of the publications allows the researcher to feel the atmosphere of the time, often missing in the current scholarship.
